The Congestion Management Process (CMP) presents a systematic process for managing traffic congestion and enhancing the mobility of persons and goods. It includes alternative strategies for alleviating congestion and enhancing the mobility of persons and goods to levels that meet state and local needs. The CMP includes a data collection and monitoring system, a range of strategies for addressing congestion, performance measures or criteria for identifying when action is needed, and a system for prioritizing which congestion management strategies would be most effective. The CMP is an ongoing program and seeks to implement congestion mitigation strategies through the following MPO planning documents: the Unified Planning Work Program (UPWP), the Transportation Improvement Program (TIP) and the Long Range Transportation Plan (LRTP).

In early 2014, FAMPO began the process of updating the CMP. This effort resulted in the development and application of a state-of-the-art web-based system featured in this customized CMP website which allows FAMPO staff to continuously monitor and update congestion levels on an ongoing basis.
